This is the report of the Shaping Consensus Workshop held on April 7, 1993, in Washington, D.C. During negotiations for a North American Free Trade Agreement (NAFTA) between the Canadian, Mexican and United States governments it became clear that there would be no NAFTA if strong supplemental accords on labour and the environment were not included.
