This report examines the strengths and weaknesses of five potential options for a domestic emissions trading program for greenhouse gases. Emissions trading is a system created when strict limits are placed on allowable emissions, either through government regulation, voluntary industry participation, or a combination of both. The report urges the federal and provincial governments to proceed immediately, in consultation with industry and environmental groups, with the analysis required to select and implement a suitably designed emissions trading program.
